Heat the oven to 180°C/160°C Fan/Gas 4. Put the potatoes, fennel, and garlic in a medium non-stick pan. Pour in the milk and double cream, season well, and simmer gently covered for 10 minutes, stirring halfway, until the potatoes are just tender.
